Heather Jones - Deputy Director Planning and Building Quality GCSP and 3CBC MPhil, BSc (Hons), Cert.Ed, FInstLM, FCIOB, C.Build E FCABE and AIFireE

Heather joined Cambridge City Council in 2017 and has extensive experience in leading shared services, particularly through transformation and change. Areas of expertise include building control, street naming and numbering, planning, land charges, housing and other consultancy services. Her role now also includes oversight of development management in addition to building control.

Heather has worked in local government across England and Wales, and has previously been a member BRACW, a Welsh Government Advisory Committee for a period of four years. Heather also served as a non-executive Director of the Board of LABC (Local Authority Building Control) for five years and is a Past-President [2021].

Current roles include member of the CIC (Construction Industry Council) Diversity and Inclusion Panel and the CDBB (Centre for Digital Built Britain) Local Authority Digital Working Group. Interests include the social value of early strategic interventions in the built environment.

Steve joined 3C Building Control as 3C Strategic Lead in 2023. Steve is a highly experienced professional in the field of building control and strategic leadership, bringing a wealth of experience and a fervent passion for driving excellence in the industry.

With over six years dedicated to the management of Local Authority Building Control teams, he has developed a strong foundation in leadership and partnerships, driving significant cost saving and successfully navigating the team through cultural shift, financial transactions, and strategic realignments. Areas of expertise include building control, leadership, strategy, development, planning and management.

James Chesher - Commercial Manager - Registered Building Inspector (Hons)

James joined 3C Building Control in 2017 after working as a tradesman for over 10 years. This practical experience helped James to progress well as a Building Inspector. James has an interest in complex building projects and is registered as a Class 4 Technical manager for Class 2 and 3 Registered Building Inspectors. The validation route taken via CABE included successful membership to the Engineering Council.

James attained a first-class degree in Building Control at the University of Wolverhampton and has completed specialist fire safety training in health care premises. James has a breadth of experience including work on non-standard construction types, high risk buildings, student accommodation and health care premises.

Andrew has over 40 years' of experience working in Building Control. During his career, he has worked on a large variety of projects from small extensions to complicated multi-million pound projects, including schools and hospitals.

Fred Hedges - Area Building Control Manager - Registered Building Inspector C.Build E MCABE

Fred joined 3C Building Control in 2006 and previously worked as a builder with a bricklaying trade. Fred has experience in all aspects of Building Control, domestic and commercial, as well as schools, hospitals, care homes, shops, and sports grounds. Fred was part of the Safety Advisory Group for Huntingdon Racecourse. Fred is also a mentor for trainees within the team.

Andrew Hammond - Area Building Control Manager - Registered Building Inspector HND C.Build E MCABE

Andrew joined 3C Building Control in 2005. He has an HND in Construction Management and has previously worked as a site engineer. He has also worked in the builders' merchant sector as a branch manager which gives him a depth of knowledge of materials and the cost implications. Prior to moving over to Building Control, he had a private architectural practice for several years. Andrew is a member of the Chartered Association of Building Engineers.

Claire joined 3C Building Control in 2016, having previously worked in Local Authority Building Control for 9 years. Claire has a wide range of experience on both domestic/residential projects including student accommodation, mixed use buildings and non-domestic/commercial projects, from simple applications to the more complex. Claire is a Registered Building Inspector up to Class 3 and 4.

Hans Haughton - Registered Building Inspector BSc (Hons), ACABE

Hans joined 3C Building Control in 2004 and obtained a BSc (Hons) degree at the University of Westminster in 2006. Hans has experience in structural engineering and has overseen a wide variety of Building Regulation projects in the city, including several new county school projects and new housing developments. Hans is part of the Safety at Sports Grounds Advisory Group for sporting stadia located within Cambridge city.

Izabela joined 3C Building Control in 2016 and currently works part-time. Izabela has been working in Building Control since graduating in 2010. She has experience working with a variety of buildings from small domestic to large commercial and mixed-use developments. She is particularly interested in healthcare buildings and fire safety.

Michael joined 3C Building Control in 2017 and has worked on a variety of projects from multi-story apartment blocks, schools, commercial properties, large housing estates, luxury homes and domestic extensions. Michael has experience working as an architectural technician, and worked at Anglian Water where he completed a Civil Engineering Degree. Michael worked at Cambridgeshire Home Improvement Agency where he completed a Building Surveyor degree and attained his professional membership.

Sergi - Registered Building Inspector

Sergi joined 3C Building Control in 2016 as an apprentice and is now a Registered Building Inspector working in Cambridge city. His background in civil engineering fuels his passion for fire safety engineering, sustainability, and staying on top of new construction technologies. Sergi holds CIOB accredited Level 4 and 5 diplomas in Building Control Surveying with LABC, alongside his BSc (Hons) Degree in Building Control Surveying. Demonstrating his dedication to fire safety, Sergi also holds a qualification in BB100: Design for Fire Safety in Schools.

Nicola Stepniewksa - Registered Building Inspector BSc (Hons) ACABE, IOSH

Nicola joined 3C Building Control in 2015 as a volunteer whilst undertaking a Building Surveying Degree. This resulted in a full-time position within Local Authority Building Control, and she graduated in 2016 with a BSc (Hons) from the University of Westminster. Her experience varies from residential, including historic buildings and conservation areas, to industrial and commercial. Nicola has recently completed her CIOB accredited Level 5 diploma in Building Control Surveying with LABC.

Wai joined 3C Building Control in 2021 as a Registered Building Inspector. Wai trained as a carpenter and joiner after leaving school and has extensive experience working as a Building Surveyor across local authorities in London and Cambridge. Wai previously worked at Cambridge Home Improvement Agency creating architectural plans for extensions and home adaptations with technical specifications for tendering and supervision of works onsite.

Lisa Di Candilo - Registered Building Inspector BEng (Hons), CEng MICE

Lisa joined 3C Building Control in 2021 as a Registered Building Inspector. Lisa has a BE (Hons) degree in Civil Engineering and PhD in Geotechnical Engineering. Lisa is member of the Institution of Civil Engineers (ICE) and Chartered Engineer (CEng). Previously, Lisa has worked on a variety of projects and assignments as an Expert Witness and a Civil Engineering Consultant. Lisa has worked across Local Authorities, Department of Environment and Soil Defence in Italy, Highway Services for Cambridgeshire County Council, and the High Speed 2 Transport project.

Laura Hills - Registered Building Inspector BSc (Hons), BA (Hons), MCABE, MCIOB, MQSi

Laura joined 3C Building Control in 2018 after 5 years of managing Gas Safety Compliance for Cambridge City Council. She gained a comprehensive understanding of industry regulations and their enforcement, enabling her to excel in her role as Building Inspector.

In 2023, Laura attained a First-Class BSc (Hons) Building Control Surveying Degree from the University of Wolverhampton, having previously gained a Distinction in CIOB Level 4 Diploma in Public Service Building Control Surveying. In 2024, she achieved an Upper Second-Class BA (Hons) Business (Finance) degree from the Arden University, after completing a HND in Business and Operations Management.

Laura holds chartered memberships with CABE, CIOB and QSi. In 2023 she became a QSi UK and Ireland board member, a position she holds today. Laura received the Atkins Outstanding Woman in Construction 2023 Award for demonstrating flair and innovation throughout her degree. Currently, Laura is furthering her knowledge of domestic and commercial properties by undertaking specialist training.

Dan joined 3C Building Control in 2020. Dan has completed his Building Control BSc (Hons) degree at the University of Wolverhampton. Dan is a Class 2A Registered Building Inspector and chartered member of both CABE and CIOB. Dan also represents Building Control at Safety Advisory Groups associated with safety at sports grounds.

Connor Howell joined 3C Building Control in 2020, having completed an MSc Building Surveying degree. Prior to working in Building Control, he worked in a variety of analyst roles, including in financial services and the retail sector. Sammyjo joined 3C Building Control in 2021 as a Registered Building Inspector. Previously, Sammyjo worked with an independent builder, which included various roles on and off site. She self-funded her qualification in Construction and the Built Environment, which helped towards SmartLife training for using sustainable materials and modern methods in construction. Sammyjo is currently working towards her BSc (Hons) degree apprenticeship in Building Control Surveying and a full membership in a professional organisation.

Sean Bradley - Registered Building Inspector

Sean joined 3C Building Control in 2023 as a Registered Building Inspector. Sean started his journey into the built environment 30 years ago, after gaining City & Guilds qualifications in bricklaying. Sean started his small building firm in Suffolk, working in conjunction with an established property letting agent by maintaining their portfolio of rental properties.

Sean has been involved in multiple projects, ranging from schools, nursing homes, a nuclear power station, an airport fire training facility, and the prestigious One Hyde Park development in London. He is currently working towards a BSc (Hons) Building Control Surveyor degree.

Holly leads on the public affairs, communications and engagement for the shared service and represents Local Authority Building Control East Anglia at national level. Holly works as part of the senior management team on a variety of projects to drive continuous improvement and develop commercial opportunities.

Kathryn Brennan - Business and Technical Consultancy Manager

Kathryn joined 3C Building Control in 2015 and is the Business and Technical Consultancy Manager and leads the Technical Consultancy Team, covering both Building Control and Street Naming and Numbering. Kathryn works as part of the Senior Management Team undertaking a variety of projects including driving continuous service improvement and performance evaluation.

Kathryn has always worked in a customer service environment, having previously worked for the Crown Prosecution service and three international banks.

David joined 3C Building Control in 2017 as a Technical Consultancy Officer and completed LABC Level 3 Building Control in Technical Support. From 2022, David was appointed Construction Monitoring Officer for the shared service and is responsible for the Considerate Contractor scheme. Previously, David worked as Cycling and Walking Officer at Cambridge City Council working closely with developers and Planning to improve walking infrastructure within existing and new developments in Cambridge city.
