Meet the Team

Heather Jones - Deputy Director Planning and Building Quality GCSP and 3CBC MPhil, BSc (Hons), Cert.Ed, FInstLM, FCIOB, C.Build E FCABE and AIFireE

Heather joined Cambridge City Council in 2017 and has extensive experience in leading shared services, particularly through transformation and change. Areas of expertise include building control, street naming and numbering, planning, land charges, housing and other consultancy services. Her role now also includes oversight of development management in addition to building control.

Heather has worked in local government across England and Wales, and has previously been a member BRACW, a Welsh Government Advisory Committee for a period of four years. Heather also served as a non-executive Director of the Board of LABC (Local Authority Building Control) for five years and is a Past-President [2021].

Current roles include member of the CIC (Construction Industry Council) Diversity and Inclusion Panel and the CDBB (Centre for Digital Built Britain) Local Authority Digital Working Group. Interests include the social value of early strategic interventions in the built environment.

Steve Fulcher - 3C Strategic Lead

Steve joined 3C Building Control as 3C Strategic Lead in December 2023. Steve is a highly experienced professional in the field of building control and strategic leadership, bringing a wealth of experience and a fervent passion for driving excellence in the industry. With over six years dedicated to the management of a Local Authority Building Control team, he has developed a strong foundation in leadership and partnerships, driving significant cost saving and successfully navigating the team through cultural shift, financial transactions, and strategic realignments. Areas of expertise include building control, leadership, strategy, development, planning and management.

James Chesher - Commercial Manager BSc (Hons)

James joined 3C Building Control in 2017. He has a background in construction and holds a Post Graduate Diploma in Surveying. Since joining he has been designated his own area within the City of Cambridge. James has successfully completed CIOB accredited Level 4 and 5 diplomas in Building Control Surveying with LABC and has completed his BSc (Hons) Degree in Building Control Surveying. James has gained his chartered status with the CIOB and CABE upon completion of the degree. James enjoys supporting the team in consultation responses to government.

Andrew Dearlove - Area Building Control Manager C. Build E MCABE
Andrew has over 40 years' of experience working in Building Control. During his career, he has worked on a large variety of projects from small extensions to complicated multi-million pound projects, including schools and hospitals.

Fred Hedges - Area Building Control Manager C.Build E MCABE

Fred joined 3C Building Control in 2006 and previously worked as a builder with a bricklaying trade. Fred has experience in all aspects of Building Control, domestic and commercial, as well as schools, hospitals, care homes, shops, and sports grounds. Fred is part of the Safety Advisory Group for Huntingdon Racecourse. Fred is also a mentor for trainees and assistants within the team.

Andrew Hammond - Area Building Control Manager HND C.Build E MCABE
Andrew has an HND in Construction Management and has previously worked as a site engineer.  He has also worked in the builders’ merchant sector as a branch manager which gives him a depth of knowledge of materials and the cost implications. Prior to moving over to Building Control he had a private architectural practice for a number of years. He has been in Building Control since 2005, during which he has also designed and built his own home and become a member of the Chartered Association of Building Engineers.

Hans Haughton - Area Building Control Surveyor BSc (Hons), ACABE
Hans joined 3C Building Control in 2004 and obtained a BSc (Hons) degree at the University of Westminster in 2006.  Hans has experience in structural engineering and has overseen a wide variety of Building Regulation projects in the city, including several new county school projects and new housing developments.  Hans is part of the Safety at Sports Grounds Advisory Group for sporting stadia located within the city.

Sergi - Area Building Control Surveyor

Sergi joined the team in 2016 as an apprentice and progressed to Area Building Control Surveyor. He has his own area in South Cambridgeshire. He has a background in civil engineering and is particularly interested in fire safety engineering, sustainability, and new construction technologies. Sergi has successfully completed CIOB accredited Level 4 and 5 diplomas in Building Control Surveying with LABC and has completed his BSc (Hons) Degree in Building Control Surveying.

Nicola Dougan - Area Building Control Surveyor BSc (Hons) ACABE, IOSH

Nicola's career in 3C Building Control started in 2015 as a volunteer whilst undertaking a Building Surveying Degree.  This resulted in a full-time position within Local Authority Building Control, and she graduated in June 2016 with a BSc (Hons) from the University of Westminster.  Her experience varies from residential, including historic buildings and conservation areas, to industrial and commercial.  She joined 3C Building Control in the summer of 2019 and looks forward to increasing her knowledge of this Shared Service and has recently completed her CIOB accredited Level 5 diploma in Building Control Surveying with LABC.

Wai Chen - Area Building Control Surveyor

Wai joined 3C Building Control in 2021 as an Area Building Control Surveyor. Wai trained as a carpenter and joiner after leaving school and has extensive experience working as a Building Surveyor across local authorities in London and Cambridge. Wai previously worked at Cambridge Home Improvement Agency creating architectural plans for extensions and home adaptations with technical specifications for tendering and supervision of works onsite.

Lisa Di Candilo - Area Building Control Surveyor BEng (Hons), CEng MICE

Lisa joined 3C Building Control in 2021 as an Area Building Control Surveyor. Lisa has a BE (Hons) degree in Civil Engineering and PhD in Geotechnical Engineering. Lisa is member of the Institution of Civil Engineers (ICE) and Chartered Engineer (CEng). Previously, Lisa has worked on a variety of projects and assignments as an Expert Witness and a Civil Engineering Consultant. Lisa has worked across Local Authorities, Department of Environment and Soil Defence in Italy, Highway Services for Cambridgeshire County Council, and the High Speed 2 Transport project.

Laura Hills - Area Building Control Surveyor BSc (Hons), MCABE, MCIOB, MQSi

Laura joined 3C Building Control in September 2018 and manages an area within the South Cambridgeshire District. Whilst at 3C, Laura has completed the CIOB Level 4 Diploma in Public Service Building Control Surveying, BSc (Hons) Building Control Surveying Degree and a HND in Business and Operations Management. Laura has gained chartered memberships with CABE, CIOB and QSi and is developing her knowledge of domestic and commercial properties further by undertaking specialist experience and training for projects; such as high risk commercial, schools, colleges and universities.

Dan Craft - Area Building Control Surveyor

Dan joined 3C Shared Services as an Assistant Building Control Surveyor in March 2020. He is currently working towards his apprenticeship in Building Control Surveying through the University of Wolverhampton on an Honours Degree.

Connor Howell - Area Building Control Surveyor
Connor Howell joined 3C Shared Services as an Assistant Building Control Surveyor in November 2020, having completed an MSc Building Surveying degree. Prior to working in Building Control, he worked in a variety of analyst roles, including in financial services and the retail sector. Connor is currently studying BSc (Hons) Building Control Surveyor degree apprenticeship.

Laura Palmer - Area Building Control Surveyor

Laura joined 3C Shared Services as an Area Building Control Surveyor in September 2021. Previously, Laura worked for two of the country’s top 500 Legal firms. Laura has an HND in construction in the built environment and is now studying BSc (Hons) Building Control Surveying degree apprenticeship.

Sammyjo McEvoy - Area Building Control Surveyor

Sammyjo joined 3C as an Area Building Control Surveyor in September 2021. Previously, Sammyjo worked with an independent builder, which included various roles on and off site. She self-funded her qualification in construction and the built environment, which helped towards SmartLife training for using sustainable materials and modern methods in construction. Sammyjo is currently working towards her BSc (Hons) degree apprenticeship in Building Control Surveying and a full membership in a professional organisation.

Sean Bradley - Area Building Control Surveyor

Sean joined 3C Building Control in January 2023 as an Area Building Control Surveyor. Sean started his journey into the built environment 30 years ago, after gaining City & Guilds qualifications in bricklaying. He worked for several of the UK’s larger home builders. Sean started his small building firm in Suffolk, working in conjunction with an established property letting agent by maintaining their portfolio of rental properties.

Sean has been involved in multiple projects, ranging from schools, nursing homes, a nuclear power station, an airport fire training facility, and the prestigious One Hyde Park development in London. He is currently working towards a BSc (Hons) Building Control Surveyor degree.

Harriet Stares - Area Building Control Surveyor

Harriet joined 3C Building Control in January 2023 as an Area Building Control Surveyor (Level 4) after completing three A levels in Maths, Chemistry, and Design Technology as well as an extended project based in Chemistry and Drug Development. Harriet had also completed three lots of work experience within 3C Building Control and completed the Awareness Sessions with Fred Hedges prior to joining the team. She will be starting a BSc (Hons) Building Control Surveyor degree in September 2023.

Holly White - 3C Business Development Manager

Holly joined 3C Building Control in 2020 and is the Business Development Manager for 3C Building Control. Holly leads on the Public Affairs, Communications and Engagement for the service and supports the senior management team on a variety of projects. Previously, Holly worked as a Consultant in advisory and recruitment with public sector clients.

Yasmina Teache - Project Officer

Yasmina joined 3C Building Control in 2023 as Project Officer. She provides project support to the management team to assist in the delivery of an efficient and effective service. Previously, Yasmina worked in Project Management, Digital Marketing, E-commerce, and Business Management working with a wide range of stakeholders.

Kathryn Brennan - Business and Technical Consultancy Team Manager
Kathryn joined 3C Building Control in 2015 and is now the Business and Technical Consultancy Team Manager. Kathryn oversees the Technical Consultancy Team, who cover Building Control, Street Naming and Numbering, and supports the Senior Management Team. She has completed the Level 3 Certificate in Technical Support with the LABC. Kathryn has always worked in a customer service environment, having worked for the Crown Prosecution Service and for their international banks.

Kim Bryant - Technical Consultancy Officer

Kim joined 3C Building Control in 2016. Kim has many years’ experience in customer service. Kim has achieved the CIOB Level 3 Certificate in Technical Support for Public Service Building Standards (RQF) with the LABC.

Charlotte Freeman - Technical Consultancy Officer
Charlotte joined 3C Building Control in 2016. She previously worked in children’s services with the County Council and as a legal secretary. Charlotte enjoys working as part of the team.

Lou Gautrey - Technical Consultancy Officer (CIOB Level 3 RQF)

Lou has extensive experience in Local Government and joined 3C Building Control in 2016. Lou has experience in planning, highways, elections, and benefits. Since joining the team Lou has achieved her CIOB Level 3 Certificate in Technical Support for Public Service Building Standards (RQF) with the LABC.

Jenny Gyford - Technical Consultancy Officer (CIOB Level 3 RQF)

Jenny joined 3C Building Control in 2020. Her enthusiasm is infectious, and since joining the team Jenny has achieved her CIOB Level 3 Certificate in Technical Support for Public Service Building Standards (RQF) with the LABC.

Chris Tweed - Technical Consultancy Officer

Chris has worked for Cambridge City Council for over a decade in several departments; primarily with planning and Building Control and joined 3C Building Control in 2016, when it was formed. Chris has also undertaken the LABC Level 3 and 4 qualifications.

Sharon Bish - Technical Consultancy Officer

Sharon joined 3C Building Control in December 2020 as an Address Management Officer in the Street Naming and Numbering service. Sharon previously worked in the Spatial Team at 3C ICT.

Michael Rayment – Technical Consultancy Officer

Michael joined 3C Building Control in November 2022. Michael has been working in customer facing roles within the local authorities since 2016. Michael intends to undertake a qualification in Tech Support for Public Service Building Standards in January 2023.

Vicki Focaccio – Technical Consultancy Officer

Vicki joined 3C Building Control in November 2022. Originally in 2013 Vicki was part of the Information Governance and Support Team with Huntingdonshire District Council and moved to the Spatial Team in 3C ICT as an Address Management Officer.

Lucy Lyon - Technical Consultancy Officer

Lucy joined 3C Building Control as Business Support Officer in April 2022. Since 2017, Lucy gained experience within various areas of the construction, trade, and design fields, whilst also delivering efficient customer service to each role.

David Bradford – Construction Monitoring Officer

David has worked for Cambridge City Council since 2005 in several departments, primarily with planning and 3C Building Control since 2017. David has completed LABC Level 3 Building Control Technical Support.
